::Administration is catastrophic slow, administrative personnel is mostly polite but obviously slowed by bureaucratic nuisance and old equipment. For ordinary job you can finish in couple hours, they need days! Police officers in front of building and inside looks like "bad police" from Hollywood view of police in 3rd world countries... so don't be afraid to ask them for any help... They only "look" bad, but most of them aren't.
